BACKGROUND
PHSRF is a non-governmental organization that was founded on demand-driven reasons for saving lives of Tanzanians. Formed out of former Angaza Zaidi program, a countrywide HIV and AIDS prevention and sensitization program under USAID that was implemented since 2001, PHSRF has accumulated over 15 years of hands-on experience in implementing HIV and AIDS prevention, sensitization and awareness raising projects across the country. PHSRF is legally registered by the United Republic of Tanzania under the Non-Governmental Organization Act, 2002 with Registration Number ooNGO/R2/000103
Meeting Targets and Maintaining Epidemic Control (EpiC) is a global project funded by the United. State (US). President’s Emergency Plan for AIDS Relief (PEPFAR) and the U.S. Agency for International Development (USAID) which is dedicated to achieving and maintaining HIV epidemic control. It is led by FHI 360 as prime and has a five-year period of performance from April 15, 2019 to April 14, 2024. EpiC provides strategic Technical Assistance (TA) and direct service delivery to break through barriers to 95-95-95 and improve HIV case-finding, prevention and linkage to treatment among key and Priority Populations (PP). EpiC Tanzania will build the capacity of local, community-based organizations and work closely with the Government of Tanzania (GoT) at national and sub-national levels to deliver HIV and other services tailored to the needs of these groups. Under EpiC, Partners for Health Services and Research Foundation (PHSRF) will support activities for HIV prevention, care and treatment and other related services among KVP and PP in Kinondoni district, Dar-es Salaam region of Tanzania.
The objective for EpiC are:-
Attain and maintain HIV epidemic control among at-risk adult men, women and
Attain and maintain HIV epidemic control among KVPs (FSW and MSM)
Improve program management (including HIS and HRH) and financial systems to ensure attainment and maintenance of epidemic control.
For the financial year 2020-2021, PHSRF is seeking energetic and professional candidates to fill for the vacant positions as below.

Job Title: Project Manager (1 positions)
Reports to: Executive Director
Location: Dar es Salaam
Contract Type ; 12 month with renewal based on performance and availability funds.
Overall job functions
The Project manager will be responsible to coordinate the implementation of community interventions for HIV prevention, care and treatment and other related services among KVP and PP in Kinondoni district, Dar-es Salaam region S/he will work closely with EpiC regional teams, Kinondoni Health Management Teams, Health care providers Civil Society Organizations and other key stakeholders to ensure high-quality program implementation. As the member of senior technical leadership, S/he will update PHSRF and FHI/EpiC on Project progress.
Specific roles and responsibilities
Conduct programmatic mapping and size estimation and micro-planning in order to determine locations where KVPs can be reached with HIV services.
Promote Social and Behaviour change communications among the KVP.
Support the activities to increase access to SRHS through provision of Sexual Reproductive Health (SRH) friendly services.
Strengthening partnerships with the community, facility partners and other implementing partners.
Manage the Roll out of comprehensive PrEP services for Priority Populations (PP)
Manage HIV case detection mechanisms through targeted approaches to increases HIV positivity yield
Implement an Integrating FP, STI screening, and TB preventive therapy as well as Linkage to prevention care and treatment
Implement effective systems to early identification, tracking and return to care of defaulters and those LTFU.
Implement an Enhanced Peer Outreach Approach (EPOA)
Implement a demand creation for HIV including ART initiation to reach viral load suppression services.
Support the Roll out comprehensive PrEP services for KP.
Supporting ART initiation, retention and Viral Load Suppression among KVP
Conduct Weekly, Monthly and Quarterly data verification.
Organize and facilitate internal weekly and monthly data review meetings with project technical staff and Senior Management.
Prepare and submit daily, weekly, monthly and quarterly data reports to FHI360, EpiC Project as well as Conducting an internal data quality audits and Quality Assurance.
Required qualifications
Doctor of Medicine (MD), Nursing or equivalent Medical Degree from a recognized academic institution.
Preferably Master of Public Health (MPH) with former qualifications in health or social sciences
: Extensive experience in working with civil society, community stakeholders and government officials
At least 3 years of working experience in HIV care and/or HIV prevention with a donor-funded organization.
Experience working with KVP program is an added advantage
Experience in developing and executing work plans, budgets, reports, etc.
Job Title: M&E 0fficer (1 positions)
Reports to: Project Manager
Location: Dar es Salaam

Overall Job function
To provide overall technical support in the planning and implementation of monitoring and evaluation activities required for implementation of community interventions for HIV prevention, care and treatment and other related services among KVP and PP in Kinondoni district, Dar-es Salaam Region S/he will work closely with EpiC regional teams, Kinondoni Health Management Teams, Health care providers Civil Society Organizations and other key stakeholders to ensure high-quality program implementation. Roles and Responsibilities:
Responsible for the overall coordination of Monitoring and Evaluation of KVP activities for Epic Project in Kinondoni
Provide leadership on timely reporting of daily ,weekly ,quarterly, semi-annual and annual reports
Provide technical support to refine KVP M&E materials and data management systems
Provide technical support in the process of data quality assurance, data cleaning and summarization
Conducts rigorous data analyse and work closely with project team, prepare all technical and program documents in high standard
Monitor Peer educator and health care provider implementation plans and progress to KVP targets on daily
Work collaboratively with other project team members to ensure necessary program planning, development, and management activities function smoothly and efficiently and in an integrated manner
Performs other duties as assigned by supervisor
Qualifications and experience:
Bachelor Degree in epidemiology, biostatistics, public health, international health, or a related discipline.
A background in a medical-related field is an advantage
Advance degree in epidemiology, biostatistics, public health or related discipline will be an added advantage
Working for 3+ years of experience in the design, implementation and management of health monitoring and evaluation systems. HIV/AIDS or KVP epidemiological experience preferred.
Experience with primary collection of clinical data, design of forms and data collection instruments, and data analysis is an advantage
Extensive experience with Microsoft Access and Excel and one or more of the following statistical analysis packages (SAS, SPSS, STATA)
Excellent communications skills in English and Swahili
Leadership skills, team building and good interpersonal skills
Job Title: Case Manager (2 positions)

Overall job functions
To ensure clients are linked into HIV prevention, treatment, care and support services, provide ongoing support to ensure adherence to medications and retention into care in line with 95-95-95 global and country goal. S/he will be responsible to conduct a comprehensive assessment of medical, social and psychological needs for PLHIV clients , and plan for appropriate follow up services .S/he will be responsible to provide a client-centred services and link KP and PP clients from the community to health facility and ensure timely, coordinated access to medically appropriate levels of health and support services, continuity of care, ongoing assessment of the client’s and other family members’ needs and personal support to maximize HIV prevention, linkages, adherence and retention into treatment, care and support services
Specific roles and responsibilities
To work with project team and key stakeholders and provide a client centred HIV services including HIV prevention, treatment, care and referrals
Work with project team and key stakeholders and identifying client strengths and weaknesses on HIV prevention, adherence and retention into treatment and care services and provide appropriate support
Assist clients in developing and attaining client specific goals in HIV prevention, treatment and support services
Distribute condoms and Family planning products service to KVP and PP
Maintain accurate and complete client records, tracking contact
Support the day to day field activities on community HIV prevention ,testing and linkages
Prepare daily, weekly and monthly on tracking service and partner notification and success stories as needed.
Required qualifications
Diploma in clinical medicine/Nursing/counseling/psychology or any other related subject
Advanced Diploma/Bachelor degree medicine/Nursing/counseling/psychology or any other related subject
3-5 years of experience, preferably in similar position
Proficient computer skills
Strong written and verbal communication skills
Excellent clinical assessment and analytical skill

Job Position: Data Clerk (2 position)
Reports to: M&E officer
Location: Dar es Salaam
Contract Duration; 12 months renewable based on performance and availability of funds
General Responsibilities
Conduct electronic data entry and cleaning of the paper forms from field activities. Follow-up with SBCC registers, Biomedical registries services, referral and linkage tracing and verification; Participate in data cleaning and analysis activities, and participate in supportive supervision to outreach workers on M&E issues. S/he will work closely with the other members of the program and M&E teams.
SPECIFIC RESPONSIBILITIES AND DUTIES:
Conduct timely and complete data entry from paper based sources to electronic sources
Compare data entered with source documents to verify accuracy of data and detect and correct errors
Track referral forms and conduct verification with registers and databases at community and facilities
Participate in generation of queries and data cleaning activities
Inform supervisor of any problems or errors observed in the database and detect any hardware and software malfunctions and notify supervisor
Assist in training new Peer educators and other workers on data collection tools, including referrals, reporting and database
Assist in development of monthly, quarterly, and other reports on all indicators for submission and review by supervisors
Assist in development of data analysis presentations and progress tracking at regional level
Maintain security of data tools at all times, including protecting the confidentiality of records and data
Perform any other duties as assigned by supervisor.
REQUIRED QUALIFICATION, KNOWLEDGE AND SKILLS:
Required Education: Degree, Advanced Diploma or Certificate in data management, computer science, monitoring & evaluation, statistics, or related field;
Required Experience: Minimum 1 year experience with electronic data entry and cleaning
Preferred experience with HIV/AIDS programs
Preferred familiarity with MOHCDGEC/PEPFAR data systems including DHIS2 and DATIM
Excellent computer skills, at minimum with Microsoft Office package including Word, Excel, PowerPoint, and Access
Ability to maintain confidentiality regarding clients’ health status and sensitive information contained in data sources.
Flexibility to work after normal working hours and weekends at informal.
Ability to interact well with all targeted groups and peer outreach workers by facilitating a non-judgmental, non-discriminatory, and non-stigmatizing environment in the program, to welcome all key and vulnerable population beneficiaries regardless of their background
Must be a Tanzanian Citizen; preference given to candidates already living in the job location region.
