The Bureau for Development, Democracy, and Innovation (DDI) integrates technical expertise with values-driven, cross-cutting priorities and modern approaches to the way USAID performs its work. It provides client-centered technical services to USAID’s missions worldwide, supports programming to innovate, learn and address emerging issues, and provides technical leadership within the Agency and externally to enhance development impact. USAID’s Private Sector Engagement (PSE) Hub, situated within DDI, supports the Agency to expand and deepen collaboration with the private sector to achieve greater development outcomes. The PSE Hub’s mission is to create the institutional conditions, operating infrastructure, and capacity necessary to expand engagement with the private sector in the United States and partner countries. The Hub delivers capacity- and systems-building support for engagement with the private sector in all Operating Units and all countries where we work.


The Partnership Advisor will support the Institutional Capacity Development Objective Team in the PSE Hub, with a focus on adapting Agency human resource processes and procedures to attract, retain and grow next generation private sector talent within the Agency.



The incumbent will focus on the development of systems and processes to facilitate PSE learning among USAID and partner staff worldwide. The incumbent will nurture relationships with both internal and external partners and stakeholders at all levels and support the design and dissemination of learning opportunities for a globally dispersed community of practitioners and staff with varying levels of expertise. The person in this role will also contribute to other efforts to evolve the Agency’s approach to PSE and position the Agency as a thought leader in this space.


Responsibilities

Participate in the development of an Agency-wide, state-of-the-art PSE Learning Management System (LMS).

Support the development of an on-demand professional development suite of learning products and services to be housed within the new LMS.

Collaborate with colleagues across the PSE Hub and Bureaus and to facilitate the development and dissemination of PSE course modules to scale and mainstream PSE approaches.

Identify areas across the Hub in which learning content or methodology needs to be created or revised and create/revise content/methodology in collaboration with other PSE Hub workstreams.

Determine metrics and analytics to measure and enhance PSE learning experience(s) and determine effectiveness of the Agency’s approach. Ensure that the relevant data is captured and recommend refinements to training and learning approaches based on analyzed data.

Support the PSE Hub’s new strategy and efforts to oversee DDI’s approach for effectively engaging the private sector.

Provide support to Agreement Officer’s Representative (AOR) and activity managers within the PSE Hub.

Other duties as assigned.

Qualifications

Bachelor’s Degree and a minimum of 5-8 years of relevant experience

Experience with learning management systems as a user or administrator required, administrator experience preferred

Knowledge of private sector engagement strongly preferred

Familiarity with adult learning practices and development of online training

Strong communication, coordination, and organizational skills with a history of taking initiative

Team player with the ability to multitask and manage projects including the ability to plan, organize, and implement programs, projects, and activities involving substantial Agency resources, or that require extensive changes in established procedures

Demonstrated track record of cultivating and managing complex, multi-stakeholder partnerships

The ability to influence and lead without authority are key to the success of this role
