Brief description of WFP in Uganda

  • WFP delivers food assistance in emergencies and work with communities to improve nutrition and build resilience. WFP provides life-saving food assistance and livelihood opportunities to refugees in Uganda. In addition, WFP assists the most vulnerable people in Uganda with food and nutrition assistance. Finally, WFP works with smallholder farmers and links them to markets.

  • As Uganda strives to achieve Zero Hunger by 2030 and become a middle-income country by 2040, WFP is also assessing its relevance and repositioning its role in Uganda.

ORGANIZATIONAL CONTEXT
  • These jobs are found in Regional Bureaux (RBs), Country Offices (COs), Area/Field Offices (AOs/FOs). Job holders typically report to a Programme Policy Officer or Head of Field Office.
  • At this level, job holders are expected to demonstrate responsibility and initiative to respond independently to various queries with only general guidance. There is a requirement to use judgment in dealing with unforeseen operational problems on a daily basis. Job holders are expected to manage resources and coach and coordinate support staff.

JOB PURPOSE
  • This function is important to WFP’s contribution to the District Local Governments in Northern Uganda specifically to initially support NUSAF, DRDIP and SAGE Programmes that lead to benefits to local community structures in promoting social inclusion of the poor, vulnerable and excluded groups by supporting accountable practices and institutions, community engagement, and ensuring compliance with social safeguard policies and standards. The emphasis is social protection to become more efficient, transparent, child- and nutrition-sensitive, to scale up the coverage of existing programmes and improve their effectiveness. This support will intensively encompass investments into national systems and tools or addressing crucial gaps (e.g. with respect to nutrition aspects of on-going programmes). This role will be critical in ensuring the WFP social protection technical support at the districts and community level support the establishment of systems that promote accountability to people in need, enhance gender inclusivity and give the people that we serve a voice to demand quality service delivery from duty bearers.
  • To provide effective specialized support and technical analyses to policy and programme activities that effectively meet food assistance needs.

KEY ACCOUNTABILITIES (not all-inclusive)

1) Support partners and DLGs to undertake district specific gender assessments, map out beneficiary protection risks areas and define mitigation measures needed including establishment of needed protection systems/structures at different levels.

2) In collaboration with the AMEL team monitor and evaluate, report and advice on specific gender/protection/AAP issues including targeting of beneficiaries, choice of transfer modalities, and ensuring that programmes do no harm.

3) Undertake gender and power dynamics analysis in the scope of Cash Transfers and broader Cash Plus programming outcomes.

4) Support robust mainstreaming of gender and protection/AAP into WFP Uganda (West Nile & Acholi Region) social protection programmes including advice, guidance and follow-up in relation to protection and gender aspects.

5) Strengthen existing Grievances Redress Mechanism (GRM) at the different levels to address Social Protection programme gender, AAP and protection emerging needs.

6) Facilitate and support the integration of gender-based approaches into monitoring, evaluation and knowledge management frameworks and ensure that gender considerations are integrated in all data collection initiatives, and to ensure proper gender analysis ensues.

7) Facilitate staff and partner (including District Local Governments) capacity strengthening to integrate gender equality, inclusion and protection principles into their work, employing diverse learning methods in daily operations.

8) Facilitate the development of district level detailed annual gender action plans with resources allocated towards effective mainstreaming of gender and protection-sensitivity in social protection programmes.
9) Responsible for gender and protection reporting tracking all gender and protection related indicators and benchmarks.

10) Provide WFP staff with regular information and updates on gender and protection concerns and trends in WFP’s programme areas.
11) At field level, participate in protection and gender working group meetings to identify issues that require WFP’s attention to inform programming

12) Work closely with the management and protection and gender officer to support cooperating partners integrate GEWE and protection meaningfully into upcoming proposals and budgets.

13) Support the implementation of the Gender Action Plan through ensuring gender features prominently at all stages of the program and activity cycle i.e assessment, design, baseline, implementation monitoring and evaluation including budgeting.

14) Support partner capacity building through trainings, coaching and mentoring and development of protection and gender guidelines.

STANDARD MINIMUM QUALIFICATIONS
  •  Basic university degree in one of the following disciplines: social sciences, gender, international development, development economics or another related field like international relations, human rights, political science, or humanitarian studies.
  • At least 5 years of solid progressively responsible professional work experience working on gender, accountability to affected populations and protection, preferably in humanitarian and social protection settings.

Education
  • Completion of secondary school education. A post-secondary certificate in the related functional area.
Language
  • Fluency in both oral and written communication in the UN language in use at the duty station and in the duty station’s language, if different.
