National Individual Consultant: Communication for Development (C4D) Specialist

- Communication for Development (C4D) plays a crucial role in improving child immunization, by fostering understanding of childhood diseases, creating demand for services and acceptance of the vaccines. In recognition of this important role, UNICEF Tanzania assists the Ministry of Health to have effective C4D to support national Immunization and Vaccine Development Program (IVD) and disease outbreak campaigns. The recent Polio outbreak in Sudan, South Sudan, Ethiopia, Somalia raises particular concerns, because it was caused by circulating Vaccine-Derived Polio Virus (cVDPV), putting neighboring countries including Tanzania at risk of re-emergence or importation of the polioviruses due to the existence of pockets of unimmunized/under-immunized children. In addition, the introduction of a novel vaccine, nOPV2, requires technical capacity that is currently not available in country as this is a new vaccine. As a key partner of the GPEI, UNICEF has the mandate of providing assistance to ensure an evidence-based, fast track and effective C4D response whenever a polio outbreak is confirmed, as well as the support to strengthen routine immunization.
How can you make a difference?
The consultancy is to ensure adequate preparedness and response in case of Polio outbreak occurrence. Also, will bring about adequate capacity in preparation and response to a Polio outbreak.
MAIN OBJECTIVES, DELIVERABLES AND TIME FRAME
Main objectives
- The consultant is expected to accomplish the following tasks:
- Conduct C4D TOT training on nOPV
- Conduct workshop for development of IEC materials on nOPV
- Conduct training on rumors and misinformation mapping and management.

PAYMENT SCHEDULE
Payments will be made upon submission and acceptance of the specified deliverables in the table above under section TASKS, DELIVERABLE AND TIME FRAME. UNICEF reserves the right to withhold all or portion of payment if performance is unsatisfactory, if work/output is incomplete, not delivered or for failure to meet deadlines.
REPORTING
The consultant will directly report to the Communication for Development (C4D) Specialist (Health). The reports and deliverables will be jointly reviewed by UNICEF, IVD program and Health Promotion Section.
LOGISTIC AND LOCATION
The consultant will execute the tasks in his/her own town and in Dar es Salaam or Dodoma when needed.
MEDICAL EVACUATION COVERAGE:
The consultant will be required to submit the proof of medical/Health Insurance with medical evacuation coverage.
To qualify as an advocate for every child you will need to have the following:
- Behavior Change Communication or Public Health
- At least 5-year postgraduate experience especially in developing, planning, and implementing social behavior change communication in Tanzanian context
- Fluency in both English and Kiswahili
- Experience in training development, facilitation, and health facility level execution or supervision of interpersonal communication
- Experience in training development, facilitation, and community level execution or supervision of social dialogue and
- Experience in qualitative and quantitative research.

- Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
