Duties and responsibilities


CONTEXT

The agreement establishing the African Continental Free Trade Area (AfCFTA), signed in Kigali (Rwanda) on March 21, 2018, is a key step in the African integration program. The AfCFTA is expected to be an engine for economic growth, industrialization and sustainable development in Africa; and this, in connection with the Agenda 2030 adopted by the General Assembly of the United Nations, as well as the African Union's Agenda 2063 for “the Africa we want”.


Côte d'Ivoire is a key player in West Africa where it has always been seen as one of the countries with one of the best participation in intra-regional trade, after Nigeria. In the context of the African trade program, Côte d'Ivoire plans to play a leading role, and should fully assume its role as a country open and committed to the path of economic and trade integration.


One of the actions to be taken to achieve this ambition is "the development and implementation of offensive commercial sector strategies" as laid down by the fourth strategic axis. Since the AfCFTA will give rise to increased competition on the continent, the countries which will be effectively engaged in intra-African trade will have to rely on the quality of goods and services placed on the continental market to be competitive vis-à-vis others. country.

The purpose of this call for applications is to recruit one (1) principal consultant responsible for supervising 4 regional consultants in the conduct of a market analysis aimed at identifying the best opportunities for the Ivorian products selected on the following five regional markets. : Economic Community of West African States (ECOWAS), Arab Maghreb Union (AMU), Southern African Development Community (SADC), Economic Community of African States Central (ECCAS), and the Common Market for Eastern and Southern Africa (COMESA).


The Principal Consultant is expected to work under the technical leadership of the ECA West Africa Office and under the overall coordination and guidance of the AfCFTA National Committee (CN-ZLECAf). It must also work in close collaboration with the various stakeholders and the technical partners involved.


OBJECTIVE


The main object of this mission is to conduct an analysis of the sub-regional markets in order to identify the best opportunities for Ivorian products in these markets, in particular the cind sub-regions of Africa.


This will involve identifying the market-product pair for which Côte d'Ivoire has a comparative advantage and the potential to create market shares in the five sub-regions of Africa. The targeting of Côte d'Ivoire's priority products will be based on existing analysis documents and trade strategies, in particular the national AfCFTA strategy and the national export strategy.


TASKS AND RESPONSIBILITIES


Within the limits of the powers delegated to him / her, the consultant performs the following tasks:  Prepare the summary report on the priority products of Côte d'Ivoire which will be examined during the workshop product identification;


 Develop the market analysis report for the West Africa sub-region;


 Propose the structure and standard content expected of regional reports and that of the global report;

 Be the technical leader in the preparation of mission action plans, documents, reports, operational directives, taking into account the context of each targeted region;


 Prepare the mission scoping report including that of regional reports;


 Supervise the work of the four regional consultants in the production of sub-regional analysis reports and prepare a consolidated report


 Supervise all project cycle missions, provide technical guidance and advise regional consultants;


 Produce the consolidated report on product-market analysis from the sub-regional reports prepared by the sub-regional consultants


 Collaborate effectively with all the experts and ensure the quality and the respect of the deadlines, during the delivery of the deliverables;


 Participate in the examination of activities related to each promising sector, participate in monitoring and evaluation activities of programs by region;


 Support the CN-ZLECAf in the preparation and production of intermediate documents related to the mission, including the organization of various information meetings and validation of mission products


 Perform all other general supervision tasks of regional consultants within the framework of this project.


Qualifications / special skills


Academic Qualifications: A postgraduate degree (Masters or above) in Economics, International Business or any related field is required.


Experience: Have at least ten years (10) of proven experience in the development of market studies, in the processing and analysis of international trade data, competitiveness analysis, analysis of regional value chains, the formulation of business strategies, and in all other related fields with proven publications are required. Have a perfect knowledge of the challenges and market / product competitiveness of Côte d'Ivoire and West Africa as a whole. Having a good knowledge of software and tools for processing and statistical analysis and the main databases on international trade is an asset.


Language: English and French are the working languages ​​of the United Nations. For this assignment, fluency in French is required (both oral and written) and the possibility of working in the other language is desirable.
