Duties and Qualifications : 1. General Background (Brief description of the national, sector-specific or other relevant context in which the individual contractor will operate)
The UNHCR Offices in Monterrey, Tijuana and Palenque require the hiring of a contractor to support the National Accommodation and Infrastructure Unit in Monterrey, Tijuana and Palenque respectively in the follow-up and support of the planning, formulation, implementation, supervision and monitoring of Accommodation and Infrastructure projects.
UNHCR's office in Mexico is made up of 18 offices, including its headquarters in Mexico City. There are work environments in all offices in which those who are part of their teams are fully committed to their work and actively participate in all activities that involve working on behalf of the beneficiary population of their programs .———— ——–
2. Purpose and Scope of Assignment (Concise and detailed description of activities, tasks and responsibilities to be undertaken, including expected travel, if applicable)
Under the direct supervision of the Assistant Program Officer, the Contractor will carry out the following tasks:
- Support the National Unit of Accommodation and Infrastructure in Monterrey, Tijuana and Palenque respectively and the UNHCR offices in the territory in the development of needs assessments in terms of Accommodation for the population from Central and South America and in the design of an Accommodation strategy in coordination with other humanitarian actors active in the sector.
- Provide technical experience to ensure that UNHCR's activities in terms of infrastructure are carried out in compliance with the minimum humanitarian standards in force for assistance in Accommodation and Infrastructure.
- Ensure close coordination with the relevant Inter-agency coordination mechanisms and with government counterparts on Housing and infrastructure issues.
- Support the National Accommodation and Infrastructure Unit in Monterrey, Tijuana and Palenque respectively in the planning and monitoring of construction projects and / or adaptation of infrastructure / civil works that will benefit the population of interest, and in coordinating the committees infrastructure technicians with partners to periodically monitor progress and difficulties of the works according to the work plan.
- Support field offices and partners in preparing submissions for infrastructure projects, consulting and project planning, as well as periodic reviews of works according to the program cycle.
- Maintain regular contact with field offices attending to technical requirements related to infrastructure projects.
- Preparation of special projects with the technical sufficiency required for the management of accommodation, zoning, circulations, derivatives and their start-up.
- It will structure the documents that present the progress of construction and implementation and the preparation of the different monitoring reports for shelters.
- Preparation of budgets and documents necessary for the allocation of resources that presents the needs of the assigned monitoring field.
- It will assist the Infrastructure coordinator in the construction monitoring in the assigned area of the Mexican Republic.
- Manage the attention of requests for intervention corresponding to infrastructure in the city under its monitoring and provide attention to them when necessary.
- Monitor and inform the coordination of the progress of infrastructure works in terms of quality, cost and execution deadlines.
- Assist and accompany in the aspects related to work committees.
- Support monitoring visits to infrastructure projects executed by the partners in accordance with the provisions of the monitoring plan of the agreements signed with the partners.
- Provide timely and efficient support in the preparation of documents and reports in accordance with the requirements of UNHCR.
- Support in other tasks and responsibilities handled by the Program Unit as requested.
- Carry out all those activities inherent to the position that your immediate boss requests.
3. Monitoring and Progress Controls (Clear description of measurable outputs, milestones, key performance indicators and / or reporting requirements which will enable performance monitoring)
- The supervisor receives the necessary inputs from the Contractor for the development of submissions and plans of infrastructure projects that will be under the execution of the Monterrey, Tijuana and Palenque offices respectively and the Field offices, as well as monitoring and evaluation of them.
- The office partners receive the necessary technical support to make submissions for infrastructure projects that will be implemented with UNHCR resources for displaced populations where the field offices need specific technical support.
- The UNHCR Office will have the necessary technical capacity for the needs assessments in Accommodation and Infrastructure based on the current situation, planning figures for the population in need of assistance, and available secondary sources.
- The specifications, the calculations of the quantities of materials and designs, correspond to the current technical standards and are carried out in a homogenized way in the operation of the UNHCR.
- The UNHCR Office will have monitoring and evaluation tools for infrastructure projects to ensure that civil works are being carried out according to plans and times.
- UNHCR has the technical capacity to ensure its effective participation in the thematic spaces of the Accommodation sector and other interagency and inter-institutional spaces related to infrastructure projects, and close contact with specialized personnel from other humanitarian agencies and organizations to ensure the close coordination of accommodation and infrastructure projects.
4. Qualifications and Experience (List the required education, work experience, expertise and competencies of the individual contractor. The listed education and experience should correspond with the level at which the contract is offered.)
to. Education (Level and area of required and / or preferred education)
- Professional Degree in Architecture or Civil Engineering.
b. Work Experience (List number of years and area of required work experience. Clearly distinguish between required experience and experience which could be an asset.)
- At least 7 years of experience in civil works (supervision, monitoring, quality control, evaluation, bidding processes)
- Knowledge of humanitarian standards related to infrastructure / Accommodation
- 3 years of minimum experience in working with communities, preferably the displaced and / or refugee population, and with social organizations executing projects, especially in Housing and / or community infrastructure projects.
- Experience in attending to different organizations involved in the projects.
- Management and control of administrative work processes.
- Preparation of reports.
